ORA-01033: ORACLE initialization or shutdown in progress
Try this for solve the error
Start CMD with Administrator
sqlplus /nolog
SQL> connect / as sysdba
Connected.
SQL > Shutdown abort
ORACLE Instance shut down.
SQL > startup
ORACLE Instance started
That's it
